Learning accounts

The political parties are beginning to negotiate the program of the new Cabinet after general elections in Finland. One of the main parties has suggested to launch a system of learning accounts, into which the employer, the public bodies and the individual could invest. The employee could then use the funds for ‘continuous learning’ (the politically correct concept here these days).

Another viewpoint to this was raised in the Future of Work Conference in Brussels in April. In the panel, a representative of the small enterprises called for ‘field-specific funds’ for lifelong learning. His logic was that this would promote LLL whereas the companies needed not be afraid that their investments in staff development would lead to moving to other companies after training.
